Benefits: what you get

When: how long each lasts

U.S. Scholar

  • You stay on the roster for 3 years and can be matched to any project that starts before your tenure ends

OLF

2–5 days

  • Never more than one calendar week
  • Up to 2 OLF visits per institution each academic year
  • Up to 2 OLF trips per visiting scholar
Olsen · Fulbright Opportunities Faculty Overlook · November 2026

Difficulty: how hard each is to get

U.S. Scholar

●●●
  • The most competitive of the three
  • Requires a project statement, CV, letters of reference and often a letter of invitation
  • Selection takes most of a year
  • Odds vary widely by country, so match yourself to the award rather than to a dream destination

Specialist

●●●
  • It takes two steps:
  • ① Get on the roster: an online application and 2 references, reviewed by peer panels every 8 weeks
  • ② Get matched: a place on the roster doesn’t guarantee a project
  • Usually expected: about 5 years of experience in your field

OLF

●●●
  • The easiest of the three
  • A short application filed by the host institution
  • Feedback within one week
  • The main work is finding a visiting scholar whose field fits and who wants to come
Olsen · Fulbright Opportunities Faculty Overlook · November 2026

Deadlines: when to apply

U.S. Scholar

Once a year

  • The 2027–28 cycle closed September 15, 2026
  • If the pattern holds, the 2028–29 cycle should open around February 2027, with a deadline in mid-September 2027
  • Start now, because finding a host contact takes months

Specialist

Rolling

  • Apply any time
  • Peer review panels meet every 8 weeks
  • You can apply twice in any 12 months
  • Projects then come up throughout your 3 years on the roster

OLF

Rolling

  • Submit at least 30 days before the visit
  • Applications filed after the visit aren’t approved
  • The visit can’t fall in the scholar’s last 30 days in the U.S.

Things you’d be surprised to know

U.S. Scholar

  • You don’t have to be a professor: administrators, professionals and artists are eligible
  • Little experience abroad is a plus. Preference goes to applicants who haven’t had a Fulbright or significant overseas experience.
  • Flex awards let you go in short stays instead of a full semester or year

Specialist

  • The host designs the project and picks you
  • You can still contact institutions and be named in their proposal
  • Non-academics and artists are welcome; arts usually go under American Studies
  • You can hold a Specialist grant and another Fulbright grant in the same year

OLF

  • The money goes to the visiting scholar, not to the host institution
  • Scholars can’t apply; only the host can
  • The host must be 150 miles or more from the scholar’s home campus
  • All events must be free, and one must be a community event tied to America’s 250th anniversary

+2

Two bonus programs

The Scholar-in-Residence program and the America First U.S. Speaker Program

Fulbright Scholar-in-Residence (S-I-R)

What it is: A U.S. college hosts a scholar from abroad for a semester or year to teach and internationalize the curriculum.

  • A recommended teaching load of 1–2 courses per semester
  • The host can name a specific scholar or ask IIE to recruit one
  • Joint proposals with another U.S. institution are allowed
  • Preference goes to institutions that haven’t hosted an S-I-R in the past 2 years
  • Lasts 3 months (one semester) to 10 months (an academic year)

Encouraged themes (2027–28 cycle)

AI and emerging technology · STEM leadership · International business and economics · Freedom of speech · Education and national security · Energy, maritime and critical minerals · Cultural heritage · Sports diplomacy · Workforce skills

Timeline

The 2027–28 host deadline was June 1, 2026. Expect the next one around June 2027 for 2028–29; confirm at fulbrightscholars.org/sir or sir@iie.org.

S-I-R: what the scholar receives (FY 2026 official rates)

Zone Monthly stipend
A $3,164
B $3,436
C $3,611
D $4,182
E $4,805

The zone depends on the host’s city or state. Partial months are paid in half-month steps.

One-time allowances Amount
Settling-in $1,393
Professional development $840 (≤ 4 months) · $1,285 (longer)
Baggage and transit $300 + $300
S-I-R special allowance $1,200 (≤ 4 months) · $3,000 (longer)
Dependent insurance, monthly $240 for one · $419 for two or more

The stipend covers only the scholar’s own living costs; dependents’ living costs come from personal funds.

Olsen · Fulbright Opportunities Faculty Overlook · November 2026

S-I-R: what the host provides

No direct payment is required. IIE pays the stipend and allowances.

Strongly encouraged, and each makes a proposal more competitive:

  • 🏠 help finding housing
  • 🩺 health insurance
  • 💵 a salary supplement
  • 🚌 a ride, meals, an office
The stipend is “modest,” and dependents’ living costs aren’t covered. Housing help or a salary supplement can decide whether a scholar with a family can say yes.

🤫 The true secret: America First U.S. Speaker Program (FY 2026)

  • Run by the State Department with U.S. embassies and consulates
  • About 580 programs a year: 360 in person and 220 virtual
  • In-person trips last 3 days to 3 weeks: lectures, workshops, seminars, media
  • Topics: energy security, critical minerals, commercial diplomacy, free expression, digital freedom, AI

There’s no application. They recruit you.

Staff find speakers through professional organizations and universities, bios, online searches and referrals from former speakers.

What speakers receive

  • Airfare, per diem at U.S. government rates and a $250 honorarium
  • $150–300 for books, plus allowances for taxis, vaccinations and fees
  • Virtual programs: a $250 honorarium
💡 How to get noticed: keep a public expert profile current, write for general audiences on these topics, and tell your professional association and embassy contacts you’re available.

Specialist tips (1/2): getting on the roster and getting matched

🤝
Start with Gonzaga’s Fulbright contact. They can walk you through the application and share tips that aren’t in the official guidance.
✍️
In your essay, share your own cross-cultural experiences and say what you look forward to learning from your host university and country, not only what you’ll teach.
📄
Give your résumé a short section on the expertise you’re willing to share and why you’re qualified to share it. Hosts are looking for a consultant, not a list of publications.
🔎
Once you’re on the roster (3 years), be proactive. Look for projects that interest you and reach out. One colleague was matched within a couple of months, but it can take longer.
Olsen · Fulbright Opportunities Faculty Overlook · November 2026

Specialist tips (2/2): before you go

💼
It’s a consulting job, and you’ll be busy. Finish your preparation before you land so you have time left to explore.
🔁
Every travel plan goes through 3 hops: you → the U.S. Fulbright office → the host country’s Fulbright office → your host university. Leave lead time.
🇺🇸
Only U.S.-carrier flights are reimbursed, because it’s a federal grant. Don’t book anything yourself.
💉
Plan vaccinations early. Some need several doses and take about 4 weeks to become effective.
🗣️
Plan your talks for your audience’s language. Use clear slides, simple wording, and allow time for an interpreter.
🌦️
Check the host country’s climate by season. If you can choose your dates, avoid the hottest or wettest months, and pack for them if you can’t.

Most faculty think "Fulbright" means a full year abroad. The State Department actually funds several doors in. Today: three main programs side by side, then two bonus programs, then practical tips from someone who has done it.

U.S. Scholar is the "classic" Fulbright. Specialist is the consulting version. OLF reverses the direction: instead of us going abroad, the world comes to our classroom.

This is the reverse of the Scholar program: the department writes the proposal and the scholar comes to us. The international business theme is a natural fit for business schools.

The FY2026 State Department competition (DFOP0017995) was for the organization that runs the program. It closed May 26, 2026. Individuals never apply; they get found.

Low-effort first step: the OLF. A department can host a visiting Fulbright scholar next semester with a short application.
